Due to the enlargement, Turkey's request of adherence to the EU and the enormous migratory fluxes, it has become increasingly difficult to determine a political and cultural identity of Europe. Exposed to the blows of globalization and U.S. unilateralism, an European Union with 25 and more members risks being only a common market. The peoples of the continent find it hard to regard themselves as a démos capable to become the "sovereign" of continental democracy.

Asistimos desde hace más de dos décadas, y particularmente desde el tristemente célebre 11 de septiembre, a una realidad desoladora: el diálogo cultural euro-mediterráneo y euro-árabe está resquebrajado. Asistimos a un empeño sistemático de fabricación de la figura del enemigo. Necesitamos un auténtico diálogo cultural que se sustente, en primer lugar, en la recuperación de la memoria histórica; así como en el inicio de un verdadero diálogo cultural desde un planteamiento humanista. From two decades ago and particularly from the sadly famous September 11, we attend to a disturbing reality: the euro-Mediterranean and euro-Arab cultural dialogue is broken down. There is a systematic insistence on making the enemy's image. We should open a real cultural dialogue sustained, firstly, on the recuperation of the historical memory; as well as on the establishment of a authentic cultural dialogue from an humanist approach.

dimension
In the past decade the European Union/EU's Mediterranean Policy has been made through the Euro-Mediterranean Partnership/EMP (also known as "Barcelona Process"), as well as a number of other instruments (such as the 2000 CFSP Common Strategy or the newly-launched EU European Neighbourhood Policy/ENP).What is important is to link society and parliaments in an effort to facilitate the true emergence of peace, stability, democracy and prosperity in the Euro-Mediterranean basin. It will be the contention of this paper that parliaments and civil society actors could help to fins solutions to the above problems.

From Dialogue to Hospitality
and Cooperation
Past generations in the Euro-Mediterranean region have too often, limited the idea of dialogue between cultures to a dialogue between nations, languages and religions. This way, and against best intentions, it was made possible to misuse culture as a weapon in preparing for a clash of civilisations. Dialogue between Cultures is essentially a dialogue between human beings, not between anonymous cultural entities. No podemos ni debemos evitar referirnos a la trascendencia política de la gestión de la diversidad cultural y muy específicamente (puesto que es una cuestión particularmente significativa, incluso simbólica en ese diálogo), a propósito de los flujos migratorios que son uno de los vectores clave. Porque, a mi entender, las referencias al humanismo como puente entre culturas en el mar común que es el Mediterráneo, al sustrato común que permite el diálogo cultural y con él la convivencia de los pueblos que lo comparten, corren el riesgo de quedar en fórmulas vacías si no se concretan sus condiciones y sus consecuencias políticas. We cannot nor we must avoid referring to the political importance of the cultural diversity's management and very specifically (since it is a particularly significant question, even symbolic into this dialogue), regarding to the migratory flows one of the basic vectors. Because references to humanism as bridge between cultures in this common sea which is the Mediterranean, and to the common source which allows the cultural dialogue, and the coexistence of peoples who shares it, all this runs the risk of turn into vain principles if we don't make concrete their political conditions and consequences.

A diez años de la Declaración de Barcelona, todos los analistas coinciden en señalar que uno de los avances más importantes del Proceso ha tenido lugar en el terreno de la cooperación educativa, y muy concretamente en la formación superior o universitaria. Esta visibilidad no siempre ha resultado de manera exclusiva de la ayuda comunitaria, sino, fundamentalmente, del papel protagonista que las instituciones universitarias han ido adquiriendo, retomando así una larga tradición.

Il mondo arabo nel corso degli ultimi quarant'anni è passato di trauma in trauma, assistendo a nuovi esili, nuove diaspore, nuovi campi profughi, nuove umiliazioni, tutti eventi che finiscono per influenzare intere generazioni di scrittori e si riflettono nella loro produzione letteraria. Molti sono poi i paesi dove il cittadino comune o l'intellettuale sente di non godere degli stessi diritti umani di un cittadino di un'altra parte del mondo, e questa constatazione non fa che aumentare il generale stato di frustrazione.
